Facts:

In a proceeding brought by appellee department, the Circuit Court of Fairfax (Virginia) terminated the parental rights of appellant mother. The mother appealed.  The appellate court found that the evidence showed that the mother obtained neither stable housing nor adequate employment in the nearly two years since the child entered foster care. While the child was in her care, the mother had exposed him to domestic abuse, yet since the child entered foster care, she had not completed parenting classes, attended a domestic violence program, or taken any tangible step that suggested that she would not expose the child to such risk in the future..
